Towards the XXVII Congress of the CPSU
The Communist Party and our people are moving towards the XXVII Congress of the CPSU. It is with a sense of satisfaction that the Soviet people sum up the results of the gigantic work done over the past five years in terms of its scale and significance to improve the society of developed socialism, to implement the Peace Program, the main goal of which is to prevent nuclear war, preserve and consolidate peace. The party's strategic course on domestic and foreign policy for the immediate and long term is the course of communist creation and peace.
The pre-Congress year is filled with new outstanding achievements of the workers of the USSR in the name of prosperity of their Homeland, strengthening its international position, and a number of major international events. The 40th anniversary of the great Victory over Nazi fascism and Japanese militarism, which, according to Mikhail Gorbachev, General Secretary of the Central Committee of the CPSU, gave us "the opportunity to live and work in peace", occupies a central place among them .1There is a direct link between the Victory won by the peoples and States of the anti-Hitler coalition in 1945 and the Conference on Security and Co-operation in Europe, which was convened on the initiative of the Soviet Union and other countries of the Socialist Community and adopted the historic Final Act in Helsinki on August 1, 1975. It sets out the political and territorial results of the Second World War and post-war development, outlines the ways to peaceful life of peoples, to fruitful cooperation of states with different social systems, without interfering in each other's internal affairs.
